Mental Health Crisis in the Community in Norfolk & Suffolk

We want to hear from you

Norfolk and Waveney Integrated Care Board and Suffolk and North East Essex Integrated Care Board are working together to gather insight into mental health crisis services across both counties.

Whether you currently use mental health crisis services, have used them in the past, or have never used them at all, your feedback matters. It will help us understand what works well, what could be improved, and any barriers that might prevent people from accessing support. By listening to a wide range of experiences and perspectives, we can design future services that are more inclusive, accessible, and meet the needs of everyone in our communities.


Why we’re consulting you

Over the past five years, demand for urgent and emergency mental health support in Norfolk and Suffolk has grown. To help people stay well and avoid crisis admissions, both areas have developed community-based services such as wellbeing hubs, telephone support and short stay recovery houses. These services provide safe spaces and support for adults who may be struggling.

These services are currently commissioned separately in Norfolk and Suffolk, and we now want to make sure they are as effective and consistent as possible across both counties.


Which services are we talking about

This review covers the following services:

  • Wellbeing and Crisis Hubs, including Rest Hubs delivered by Norfolk and Waveney Mind and Steam Hubs delivered by Access Community Trust (day and night-time crisis support).
  • Short Stay Recovery Houses delivered by Norfolk and Waveney Mind.
  • Admission Prevention and Community Connectors Discharge Support Service delivered by Julian Support and Anglia Care Trust.
  • Suffolk Night OWLs delivered by Suffolk Mind and Telephone Support delivered by Norfolk and Waveney Mind.
  • High Intensity Users Service delivered by Green Light Trust.

What’s changing

  • All current contracts end on 31 March 2027.
  • This gives us time to review the services thoroughly and design a new model that works across both counties.
  • The new model will be developed with input from service users, service providers, and partners such as Norfolk and Suffolk NHS Foundation Trust (NSFT).

Why your voice matters

Your experiences and ideas are vital. We want to understand:

  • What works well in the current services.
  • What could be improved.
  • How these services can best support people in the future.

By sharing your views, you’ll help shape a service that meets local needs and provides the right support when it’s needed most.


How you can give feedback

There are two ways to share your views:

  1. Complete our survey below – this lets you tell us about individual services in detail. Your answers will be sent to us but will not be published, and you do not have to share any personal information unless you choose to.

  2. Use the Ideas tool – share your overall thoughts about all the services and how they work together. Please note that your comments and screen name will be visible to anyone viewing the page and you should not share any personal identifying information.
